A cosmetic packaging manufacturer is securing 88,484 square meters of land in Brebes, Central Java, with plans to lift annual capacity to nearly 100 million units. This is Sambound’s third overseas manufacturing base in 10 years, and its biggest bet to date.
As of 2026, construction is well underway at PT Sam Bound Mitra Indonesia. Under the company’s plan, the new factory in Brebes, Central Java, Indonesia, will officially begin operations in the first quarter of 2027. The site covers 88,484 square meters, with a planned building area of about 151,781 square meters, a designed workforce of about 6,000 employees, and an annual capacity targeted at approximately 96 million units.
That number deserves a closer look. At 96 million units, the Indonesia plant is approaching the combined capacity of the legacy Dongguan factory and the Vietnam plant. Once the first Indonesia factory comes online, Sambound’s total capacity will almost double.
Why Indonesia, and Why Now
Sambound has never expanded overseas aggressively, but each move has come at the right time.
Go back to 2018. Global trade patterns were starting to shift, and international brands were placing higher demands on supply chain stability, diversification, and delivery closer to end markets. Sambound made its second move soon after. In 2019, Sambound Vietnam Co., Ltd. began operations at Tan Truong Industrial Park in Cam Giang District, Hai Duong Province. The site includes 36,000 square meters of factory space, 85 injection molding machines, and 21 assembly lines, and ships an average of 100 forty-foot high-cube containers per month. The Vietnam base brought the group closer to overseas customers, improved delivery reliability, and added resilience to its global supply chain.
Today, international brand owners widely require diversified, multi-region sourcing. Vietnam, as Sambound’s first overseas investment destination, is still developing steadily. Indonesia has now become the company’s third stop and fills a strategic gap. Labor costs in Central Java are lower than in the Greater Jakarta area, while Indonesia itself is the largest economy in Southeast Asia. A three-country footprint across China, Vietnam, and Indonesia directly answers brand owners’ demand for a more resilient supply chain.
Three Factories, Three Different Roles
Sambound’s three factories are not simple copies of one another. Each has a clearly defined role.
Dongguan: the technology hub. Dongguan Sambound New Material Technology Co., Ltd. was established in March 2011 at No. 8 Longzhouwei Street, Liaobu Town. This is where the group began. The factory covers 25,000 square meters and employs about 700 people. It may look like the smallest site, but it holds the group’s most important assets—a 20-person mold design team and a 100-person mold manufacturing team. The site produces 100 to 120 mold sets per month, and 75 injection molding machines turn out 800,000 to 1 million parts per day. The group’s most complex processes, surface finishing capabilities, and new product development are all centered here. Molds required for the Indonesia plant will also be developed in Dongguan and shipped there after completion.

Vietnam: the main mass-production base. Sambound Vietnam started production in 2019. The site spans 36,000 square meters, making it larger than Dongguan. With 85 injection molding machines, 21 assembly lines, and 21 packing lines, it handles the group’s largest shipment volume to the United States. The factory is only 55 kilometers from Hai Phong Port, and containers can be loaded onto vessels within an hour. In terms of business mix, about 60% of the Vietnam plant’s output is electric mechanical toys, 20% electronics, and 20% Cosmetic Packaging, with all three product lines running in parallel.

Indonesia: the next growth engine. PT Sam Bound Mitra Indonesia was established in 2024 and is the most ambitious of the three sites by far. The land area is 88,484 square meters, the planned building area exceeds 150,000 square meters, and the designed workforce reaches 6,000 employees. The land for this single plant is larger than the Dongguan and Vietnam sites combined. More importantly, the product range is expanding. In addition to covering the full color cosmetics packaging portfolio, the Indonesia plant will also enter skincare packaging on a large scale for the first time. Planned products include airless pump bottles, serum bottles, lotion bottles, cream jars, refills, and dual-chamber packaging. That means Sambound is moving from a color cosmetics packaging factory to a full-range beauty packaging manufacturer.

Backed by World Bound Group
Sambound’s parent company is World Bound Group, established in 2002 and headquartered in Dongguan. The group operates 13 factories, employs more than 3,000 people, and has a total footprint of 165,000 square meters. Cosmetic packaging is only one part of the group’s overall business.
World Bound already has a deep footprint in Vietnam. In addition to Sambound, the group operates World Bound Vietnam (32,000 square meters, plastic toys and electronics), Vietnam Chang Chuang (8,000 square meters, collectible figures and anime figurines), Vietnam Shengbang (10,000 square meters, Cosmetic Packaging Manufacturer), and Vietnam Hengbang (5,000 square meters, plush toys). Together, the five factories account for more than 90,000 square meters. Indonesia will be the next main battleground for World Bound Group’s cosmetic packaging business.

The Next Decade
From the first factory in Liaobu, Dongguan, in 2011, to the branch plant in Hai Duong, Vietnam, in 2019, and then to the Indonesia base set to launch in Central Java in 2027, Sambound has spent 14 years building a broader international manufacturing footprint across three countries, with each plant larger than the last.
Once the Indonesia plant begins production, this company that started in a town in the Pearl River Delta will truly have coordinated global delivery capability across China, Vietnam, and Indonesia. For international brands looking to build a diversified supply chain, it will be a ready-made partner.
There is no finish line in overseas expansion. In the next decade, Sambound aims to move forward with greater stability and broader reach.
